The purpose of the study is to reveal the essence of digital technologies in the municipal government system, to identify the main problems of their transformation in the territory of the subjects, and to develop directions for the mechanism of adaptation of the relationship between different management structures in the conditions of digitalization of processes. The article considers the author's vision of the development of digital technologies in the territorial aspect. In particular, the problems of technical equipment of remote territories (...) are considered, in particular, the problems of training personnel and territorial access to Internet resources are touched upon. When evaluating the legislative and regulatory acts of the Russian Federation, it is clear that digital technologies require a separate approach to solving problems of both legal and economic nature, while we focus on their relationship. It is obvious that when developing the strategic direction of digital technologies, the adapted elements require some adjustments and additions, which is currently being carried out. Such changes and additions are promoted not only through legislative and regulatory activities, but also on the basis of scientific research, which in turn develop new directions that contribute to solving problems in the development of digital technologies, not only in the management system, but also in the areas of business, professional education, training and retraining of personnel, etc. As a result, the identified problems in the resource provision of digital technologies allowed us to develop measures that specify the strategic direction. This article aims to analyze the manifestation of the universal axiological cultural category of sinfulness in the media space. The study's subject was this category's properties and functions, which are actualized when represented in digital media. In accordance with this goal, we used such methods as continuous sampling and observation of the facts of the representation of cultural categories, which allowed us to determine the linguistic material for analysis and a statistical method for quantitative analysis. The content analysis of the (...) units selected for the study was used to identify the role, properties, and main functions of the universal axiological category of sinfulness. The novelty of the research lies in the fact that, for the first time, the universal nature of the category of sinfulness, its functions and properties, represented in media publications, were considered. Main conclusions: the study of the facts of actualization of the category of sinfulness in the media space allowed us to assert that the phenomenon under study is associated with topics such as politics, crime (in news media), and the assessment of citizens' behavior and morality (in religious media). These facts indicate that the primary function of the category of sinfulness is regulatory, aimed at evaluating and correcting the actions of members of society, as well as creating public opinion. In addition, the article proves that the category of sinfulness has transcultural properties, penetrating and being realized in all cultural layers, from local to global. In these cultural layers, the nature of the category acquires a different shade. In particular, at the global level, the category of sinfulness acquires the meaning of guilt, which is a consequence of the significant influence of Western culture on the global culture. It seems that the revealed properties of the category indicate its high importance for modern Russian society. The established regulatory function will make it possible to apply this category, including within the framework of regulating and managing public opinion and promoting basic values. (shrink)

The historical factors as well as the units of the cultural knowledge which are considered to have provided Chateaubriand’s books, and “The Genius of Christianity” in particular, with the success and the content are the subject of the present article. The following historical reasons which attracted the readers’ attention to the book have been defined: the disappointment of the society with the atheistic ideals of the revolution, the need for religious cult restoring, the authorities’ desire to stop strife in the (...) country and build relationships with Catholic Europe. The semantic content of the work also contributed to its popularity because it responded to the request of finding logic in the religion, had an emotional impact and dealt with the relevant issues of the morality by means of the cultural category of sinfulness. Scientific novelty of the research implies the following: the cultural category of sinfulness objectified in F.R. Chateaubriand’s book “The Genius of Christianity” having been analyzed for the first time as well as the author’s approach to the understanding and cultural information streamlining having been identified. More over cultural-historical factors promoting the book’s prominence among Chateaubriand’s contemporaries have been studied. The author’s using rational way while explaining the basis of the sin, resorting to the strict argumentation and the evidence-based methods, denying religious irrationality have been set. The conducted research has shown the key factors leading to the book’s relevance: the society’s necessity of the religion revival, the authorities’ support of this tendency specified by the political environment. The purpose of the study is to determine the prospects for the export of Russian information technologies and cooperation in the fields of artificial intelligence and cybersecurity with the countries of the Association of Southeast Asian Nations. The article discusses the request of the ASEAN countries in the field of AI and cybersecurity, the level of development of the digital economy in this region and its impact on the prospects for Russian IT-exports; in addition, the structure and dynamics of Russian (...) IT-exports to the world market are presented. The scientific novelty lies in the reassessment of the prospects for cooperation between Russia and the ASEAN countries in the field of IT, AI and cybersecurity. As a result, the factors influencing the competitiveness of Russia in the field of IT were identified and the leading Russian IT-companies and their experience in the global market were analyzed. Based on this, a conclusion was made about the prospects for the export of Russian IT and cooperation in the field of AI and cybersecurity with the ASEAN countries. (shrink)

The research subject in the present article is A. Comte’s and H. Spencer’s beliefs, who are considered the representatives of early positivism. The particular emphasis is made on the ethnicity issues. A. Comte distinguished three stages of the human consciousness elevating: theological or fictitious, metaphysic or abstract, positive or real. The scientist claimed the quality of a society as a whole is directly related to the level of the individual development. Moreover, moral ideas, which have to be free from theology (...) and metaphysics and based on the new philosophy of positive thinking, have a powerful influence on the society development. As a result, moral principles have to be guided by social solidarity and be a society’s logical controller. However, the societal progress rejected the scientist’s notion. According to H. Spencer, social morality arises from natural one whereby altruism and social equity are built on the concern of the kind preservation. The higher the society is organized, the greater the level of the equity is. The researcher provides the example illustrating an ideal society in which a well-functioning organ evolves better than others which in turn means “social equity” principle is implemented. The scientific novelty of the article is determined by the first comparative analysis of A. Comte’s and H. Spencer’s moral-ethnical concepts as well as defining the most controversial theses in their theories. There has been found out that the key difference in the philosophers’ ideas is their seeing into the real nature of morality, having its ground either in the human mind (Comte) or natural environment (Spencer). The definition of the society as an entity with its characteristics resembling a biological organism is considered to be significantly similar in their views. Secondly discovered similarity is the definition of the human history as a progressive process in which individual human mind, morality and a society as an entity are evolving simultaneously. The present paper also puts forward the conclusion that the ideas about the history as a progressive process resulted at a “positive” stage turned out to be the most debatable issues. (shrink)

This publication aims to analyze the economic, social, and cultural phenomena that first appeared in the "era of revolutions" that occurred in the nineteenth to early twentieth centuries. The modern European trend toward tolerance, which is the basis of current social and cultural changes, including in our country, has specific intellectual grounds. The subject of the study was the ideosphere of the nineteenth and early twentieth centuries, including philosophical, economic, and psychological concepts that gave rise to modern trends in these (...) areas. The result of this study was the determination of the reasons that caused the change of the ideological paradigm in Europe. The novelty of the research lies in the fact that, for the first time, the intellectual foundations of the formation of tolerance as an actual socio-cultural phenomenon are analyzed. This article consistently proves that among the first such grounds, it is possible to determine the emergence of machine production and, as a result, the appearance of a mass person with a culture corresponding to them, performing a compensatory and entertaining function. The most important cultural foundation is mainly the intellectual "background" created by the teachings of Friedrich Nietzsche, Karl Marx, and Sigmund Freud. The ideas of Anglo-American pragmatism played a significant role in forming a new morality, which included the denial of religion and its values, giving it a utilitarian character. During the subsequent historical period and at present, these views have become the basis for the creation of the so-called "individual faith," in which religion ceases to be the guide of human life but only serves the needs of the individual. The desacralization of religion leads to the study of different aspects of sexuality, which opens up the possibility for modern thinking about gender. The concept of "natural law" should also be attributed to the intellectual factors of the formation of modern European tolerance. (shrink)

The relationship between smell and politics could appear obscure; and yet, when it comes to smell, questions about freedom and constriction, social and ontological mingling or distinctions, clearly arise. In this paper, I will especially focus on the domain of food as a clear example for describing some of the political ambivalences characterizing the sense of smell. The aim is to pave the way for a more detailed ‘sociopolitical aesthetics of smell’ to come. I will stress epistemological and social features (...) of odors in order to highlight their ambivalence in knowledge and community life. Perceivers and odors will emerge as mingled bodies, highlighting an ongoing process of material as well as emotional affection. Moreover, I will present some relevant examples of smell as social status symbols in relation to the aesthetic values linked to class hierarchy. Consumerism and scented goods will be lastly discussed in order to shade light on contemporary perceptual phenomena and their role in the socioeconomic dimension. (shrink)

In recent years, a change in attitude in particle physics has led to our understanding current quantum field theories as effective field theories. The present paper is concerned with the significance of this EFT approach, especially from the viewpoint of the debate on reductionism in science. In particular, it is a purpose of this paper to clarify how EFTs may provide an interesting case-study in current philosophical discussion on reduction, emergence and inter-level relationships in general.

The purpose of the study is to justify the feasibility and prospects of including case technology in the process of independent training of cadets in a military higher educational institution. Scientific novelty lies in justifying the increase in the effectiveness of independent training through the implementation of case study technology. The article analyzes the impact of case technology on the development of professionalism of future officers, determines the stages of work on cases, examines the activities of cadets and the tasks (...) that are solved during each stage. As a result, the approaches to the organization of independent training of cadets in the process of implementing the case-training technology are identified; the capability of case technology, as a means of forming competencies such as design, organizational and communicative, is indicated; the features of the cadets' activity aimed at the formation of the above-mentioned competencies are revealed. After having reconstructed a minimal biological characterisation of species, we endorse an “empirical approach” based on the idea that it is the peculiar evolutionary history of the species at issue—its peculiar origination process, its peculiar metapopulation structure and the peculiar mixture and strength of homeostatic processes vis à vis heterostatic ones—that determines species’ identity at a time and through time. We then explore the consequences of the acceptance of the empirical approach in settling the individuals versus kinds dispute. In particular, (...) while conceptual arguments have been proposed to show that species can be equally treated as individuals and kinds because mereology’s and set-theory’s languages are inter-translatable, we advance instead a causal argument to sustain the claim that each species is both a kind and an individual. How to create a computer-mediated environment which can engender a spontaneous, creative, and individualized experience such as felt presence? Summary The First Sacred War was hotly debated in the 4th century. The crimes committed by the Crisaeans in this war were later equated to those committed by the Phocians during the Third Sacred War, or those committed by the Locrians of Amphissa during the Fourth Sacred War. This paper shows how the parallels drawn between the First and Third Sacred Wars (SW1–SW3) and between the First and Fourth Sacred Wars (SW1–SW4) were respectively shaped and used as an argument in (...) two different milieus: in pro-Macedonian intellectual circles in Athens, and in the Athenian forensic and deliberative arena. The main aim of this paper is to understand why ‘SW1–SW3’ is not used as an argument in the latter. In fact, Athens’ most prominent politicians had to cope with the Athenian support for the Phocians in the so-called Third Sacred War. Thus, the Phocians were depicted as guilty, but not to the point that they were compared to the Crisaeans. The legacy of the latter was ambivalent and lent itself to this shift in meaning. (shrink)

The current COVID-19 pandemic has had obvious, well-documented devastating effects on people's physical health. In this research, we investigate its potential effects on people's mental health. Many people have experienced social isolation, as countries attempt to stem the spread of the disease through confinement and other forms of social distancing. Intuitively, such social isolation may increase feelings of loneliness, and people may take logical steps to reduce their feelings of social isolation and loneliness. One route is through the use of (...) social networking apps and messaging and VoIP apps. In this research, we investigate the effects of pandemic-induced social isolation on social networking and messaging apps, and potential related effects on loneliness. We surveyed young adults who are part of the Centennial cohort from three different countries and obtained their screen time usage data over a 4-week period starting from mid-March 2020. This sampling procedure allowed us to obtain data from respondents who were experiencing different degrees of mandated social isolation, which enabled us to determine whether social network and messaging app usage increased as a function of social isolation, and to test potential effects on levels of loneliness. Results showed that only social network usage increased in the initial stage of confinement as a function of lockdown initiation. Additionally, social network app usage was associated with increased feelings of loneliness, and this relation was mediated by fear of missing out. In contrast, messaging app usage was associated with decreased feelings of loneliness, and was unrelated to FOMO. These results suggest that technology may be useful for mitigating the impact of loneliness during social isolation but that it is necessary to promote usage of messaging and VoIP apps, rather than social networking apps, because they are directly associated with decreases in loneliness without increasing FOMO. The Ibero-American Conference is a forum for dialogue, consultation and cooperation in which the observance of human rights is an essential principle. These rights are an area of action of the Ibero-American system. The instruments adopted by the Conference and other Ibero-American instances provide political and legal indications in the field of human rights that must be developed through initiatives, actions, programmes and agendas of cooperation. Social rights deserve special attention at the Ibero-American Summits. All this should have an influence (...) on the positions of the Inter-American Court of Human Rights, particularly when it deals with cases in which are affected economic, social and cultural rights, as it has been done in the wake of recent judgments on the matter. The work of the Ibero-American system in the fields of migration and culture will be of particular interest to the Inter-American Court in determining the content and scope of the rights recognized and protected in the inter-American system. RESUMEN: La labor del Tribunal Penal Internacional para la Ex-Yugoslavia tuvo un momento importante en la compresión del principio de legalidad, como principio básico en la garantía de los derechos humanos, al enfrentar no sólo el derecho consuetudinario como fuente de derecho sino también diferentes modos o enfoques en la identificación de este derecho consuetudinario. Esta relación debe ser analizada a la luz de las limitaciones que tiene el derecho internacional y, sobre todo, de los procedimientos de creación de normas. (...) No resulta fácil exigir responsabilidad en el cumplimiento del derecho internacional humanitario y de los derechos humanos. La práctica de este Tribunal abre una vía para la reflexión con la finalidad de asegurar el respeto de los derechos humanos en cualquier circunstancia, incluso de aquellos que llevaron a cabo la comisión de graves crímenes contra la comunidad internacional.ABSTRACT: The work of the International Criminal Tribunal for the former Yugoslavia was important for understanding the principle of legality as a key principle on the guarantee of Human Rights. The former was due to the Tribunal’s work on having faced the customary law as a source of law using different perspectives for its identification. The link between customary law, principle of legality and human rights has to be analyzed taking in account the limits of International law and the procedures for creating legal norms. It is not easy to invoke responsibility in the fulfillment of international humanitarian law and international law of human rights. The practice developed by this Tribunal provides an avenue for thinking about ensuring the respect of the human rights in any case including the commission of grave crimes against international community. This article takes up the commonplace antagonism between ‘second wave’ lesbian feminism and ‘third wave’ queer theory and politics, and argues that the antagonism itself is both historically and politically reductive. First, I make the case that ‘third wave’ queer theory actually shares its central concern – namely, accountability for intra-group inequalities – with lesbian feminism. However, I argue that ‘third wave’ queer theories ultimately founder in their bid for a more reflexive political praxis by tending to hold others – (...) lesbian feminists – accountable for ongoing inequalities rather than grappling with them directly. By contrast, I show that lesbian feminists from the late 1970s to the late 1980s developed a reparative politics that succeeds where ‘third wave’ theories stumble by developing relationships of mutual accountability around issues of race and racism, and by establishing processes by which to repair these relationships when they founder. I conclude by arguing that a fuller attention to the history of lesbian feminism, in fact, offers important resources for feminists and queers dealing with issues of intra-group marginalization, such as transphobia, in the present. Recent evidence has identified the N140cc lateralized component of event-related potentials as a reliable index of the deployment of attention to task-relevant items in touch. However, existing ERP studies have presented the tactile search array to participants' limbs, most often to the hands. Here, we investigated distractor interference effects when the tactile search array was presented to a portion of the body that is less lateralized and peripheral compared to the hands. Participants were asked to localize a tactile target presented (...) among distractors in a circular arrangement to their back. The N140cc was elicited contralateral to the target when the singleton distractor was absent. Its amplitude was reduced when the singleton distractor was present and contralateral to the target, suggesting that attention was directed at least in part to the distractor when the singletons are on opposite sides. However, similar N140cc were observed when the singleton distractor was ipsilateral to the target compared to distractor absent trials. We suggest that when target and singleton distractor are ipsilateral, the exact localization of the target requires the attentional processing of all items on the same side of the array, similar to distractor absent trials. Together, these observations replicate the distractor interference effects previously observed for the hands, suggesting that analogous mechanisms guide attentional selectivity across different body parts. Sustainable development has increasingly found its way into the context of environmental legislation. Russian environmental legislation is not effective for transitioning toward sustainable development. The main obstacle is ignoring traditional environmental values, which are not properly incorporated into laws and regulations. However, rich Russian traditions and culture imply a big potential to develop environmental legislation in accordance with sustainable principles. The paper explores areas where environmental regulations should be revised and implemented with adequate legal mechanisms based on traditional values. El presente texto pretende reivindicar agencias materiales en las prácticas de la pintura al óleo. El artículo comienza presentando algunos debates sobre la importancia de la materialidad desde una estética posthumana, relacional y ecológica inspirada por las teorías de los nuevos materialismos y sus distintos anclajes (la teoría del actor-red, las epistemologías feministas de la tecno-ciencia, la ontología orientada a los objetos o la cultura material post fenomenológica). A continuación, presentaré algunos ejemplos de mediaciones o hibridaciones socio-técnicas en la pintura (...) al óleo donde agencias humanas y no humanas se involucran para articular y sostener los cuadros; pero también para traicionar, interrumpir y asombrar las intenciones de sus autores, la estabilidad de sus pigmentos y la autenticidad de su apreciación estética. Finalmente, desplegaré un proceso de ontogénesis material de un instrumento pictórico, la paleta, como agenciamiento esperanzador para abandonar los dualismos de la modernidad estética. (shrink)

The article examines science-policy conversations mediated by social science in attempts to govern, or set up terms for, scientific research. The production of social science research accounts about science faces challenges in the domains of emerging technosciences, such as nano. Constructing notions of success and failure, participants in science actively engage in the interpretation of policy notions, such as the societal relevance of their research. Industrial engagement is one of the prominent themes both in policy renditions of governable science, and (...) in the participants’ attempts to achieve societally relevant research, often oriented into the future. How do we, as researchers, go about collecting, recording, and analyzing such future stories? I examine a series of recent interviews conducted in a number of US universities, and in particular at a university campus on the West Coast of the United States. The research engages participants through interviews, which can be understood as occasions for testing the interpretive flexibility of nano as “good” scientific practice and of what counts as societal relevance, under what circumstances and in view of what kind of audiences. Based on extensive ethnographic fieldwork in lowland Peru, this study examines linguistic resources used for coding agreements in Alto Perené conversation. The study draws on the anthropological tradition of conversation analysis-informed ethnographies. The investigation of agreeing responses is limited to those which allow a projectedly ‘knowing’, or K-plus, participant to raise his or her epistemic status from the sequentially second position. It is shown that Alto Perené K-plus response formats include the evaluative property word kametsari ‘good’ with an intensifier and/or (...) upgraded prosody, argument focus structures, two polarity verbs ari ‘it is the case’ and omapero ‘it is true’, and the verb ñakiro ‘as you can see’. This analysis demonstrates a relationship between the Alto Perené practices of expressing K-plus agreements and the collateral effects arising from the particular meanings and functions of structures which are used for accomplishing an agreeing action. Based on in-depth interviews, this article examines a sample of 48 Canadian women’s feelings about their changed postpartum bodies, their sense of self, and the factors that affect both. Our findings suggest that understanding women’s postpartum feelings requires contextualizing them in the work of infant care and women’s life circumstances, as well as ideologies about mothering and feminine appearance. Motherhood afforded the women in this study a new appreciation of their bodies, and a positive embodied sense of themselves, but only (...) if they felt their bodies performed maternal functions well. Concerns about appearance persisted and became especially salient when women faced the return to paid work. Moreover, varied life circumstances influenced women’s overall feelings about their changed bodies as insecurities were displaced onto women’s body images. (shrink)

A brief introduction to the physics and philosophy of symmetry breaking.

In everyday communicative arenas, we engage in critical discussions to persuade others to change their views about issues of personal as well as public interest. Discourse analysts have deemed concessions as privileged strategies to manage disagreement and reach consensus. However, a coherent and comprehensive account of the argumentative functions played by different concessive relations is lacking: do concessions always bear an argumentative role? By which semantic and pragmatic properties? What type of argumentative moves do they instantiate? To answer these questions, (...) we propose a corpus-based study of lexical markers of concessions in the subreddit Changemyview. Drawing from a multilevel semantic and pragmatic annotation, polysemous markers with contrast are disambiguated, and an empirically motivated typology of concessive relations is proposed. The results of the analysis highlight two types of concessions that are specialized in introducing and/or preventing counterarguments. (shrink)

During the last decade Russian politics have aimed at stimulating the birth rate, most famously by the maternity capital program. This article provides results from the first extensive study of citizen use and attitudes to this benefit and concludes that Russian women and families harbor a deep distrust of the program and Russian social policy, as it sends contradictory messages combining paternalistic and liberal trends. Many eligible mothers have not activated their capital due to various bureaucratic obstacles they encounter. Contrary (...) to the expectations of economists and sociologists, the results indicate that middle-class families have more resources to use their capital. (shrink)

This article analyses the new demographic programme that was announced by the Russian president, Vladimir Putin, in 2006. The main goal of this programme is to encourage fertility, especially the birth of a second child. New benefits should elevate the status of wome taking maternity leave, who might otherwise suffer from discrimination in the family. The housewife is considered to be dependent and `degraded'. We argue that this demographic politics recalls continuity with soviet gender politics centred on the support of (...) wage-earning working mothers. The programme provokes different critiques. Liberal critics argue that the programme is a populist one and it may have undesired economic and social consequences. Conservative critics want to encourage more traditional `woman' and `family' roles in society. Feminist critics argue that this politcs would reinforce both the inferior position of women on the labour market and gender imbalances on the symbolic level. (shrink)

The article analyzes the interdisciplinary methodology of city research within the philosophical and cultural approach. The authors argue that at present, besides sociological and economic approaches to the interpretation of the city, the cultural and philosophical examination of city is of special interest. It combines both theoretical issues and the practical aspects. The authors present the philosophical and cultural analysis of the city as well as the general concept of chronotopia. The concept of chronotope, proposed by M. M. Bakhtin and (...) his followers, is most often used as a tool for the analysis of fiction. According to the authors, the spatio-temporal diagnostics of the city also has significant theoretical and practical potential. The authors discuss various literary and philosophical texts analyzing the feautures and evolution of the “soul of the city” (written by Russians N.P. Antsiferov, I.M. Grevs, Y.M. Lotman, M.S. Kagan, I.I. Mitin as well as by foreign scholars Y. Slezkine, K. Schlogel, exploring the chronotope of Soviet cities). The article presents other modern Russian and foreign researchers who directly collaborated with the authors of this research in joint urban projects: M. Golovanivskaya (“syntax” of urban squares), “Ural matrix” (A. Ivanov, I. Lisovets, E. Trubina), chronotope of a small Israeli city (E. Rimon), Stanford chronotopes (J. Bender, D.E. Wellbery). Since the city, like any cultural phenomenon, manifests itself within a set of spatio-temporal coordinates, the chronotope can be considered as the basic tool for its philosophical and cultural interpretation. The article substantiates the practical aspects of applying chronotopia to the analysis of the city: chronotopes of the past and everyday life in cities of certain types, strategic opportunities and boundaries of the chronotopes of a given city. The authors concludes that the chro-notopia of city is a transdisciplinary field in the cultural and philosophical studies of the city. (shrink)
